Welcome Matte--application tips?

I just received the GWP Welcome Matte, and I am so excited by the concept!

I just wanted to make sure that I understand how to use it. Should I mix it with my eyeshadows, or should I layer it over the eyeshadow after it's been applied? Can I use it with non-mineral eyeshadows?

I've been layering it over my shadows. Essentially it dulls down the sheen and makes the color look a little more neutral. It won't make glitter safe for work, but if you have a look that's a little to OTT for daytime it makes it a little more work safe.

In theory it should work with other shadows, but I haven't tested it with absolutely everything.
