Hi I'm looking for something similar to Laura Mercier's secret brightening powder or Mac shaping powder in Emphasize.
Looking for MATTE not shiny or shimmery or glittery.
I love the Blur powder already, but it doesn't exactly double as a highlighting powder, if only it were brighter or had whiter pigments, I could definitely use it as a highlighter as the formula is awesome.
Any suggestions please? Thanks!

do you want it to have a glow to it at all?
Close Up looks like a similar color to what you are looking for, it would be similar to the Lorac perfectly lit Spotlight powder, where there is no visible particle of glitter or shimmer but it has a soft glow to it.
If you don't want any glow at all, I think your best bet would be using a matte eyeshadow like Bone.

I think the less shimmer the better, but I was hoping for a matte bright, I don't know if it's possible.
It says it has a shimmer scale of 2. I wonder if I can find a swatch somewhere. I remember seeing them a long time ago for foundation but I can't find them now.

close up is the 3rd color from the right, so you can see it does have a little bit of glow to it, but it is not shimmery at all like the two colors after it.
Here is a closer swatch, it is the first color on left:

I wonder if you mixed the two of them together if it would be what you are looking for

If you want a true white color with NO shimmer and enough white pigment to pack a punch, then Karen made VOID - it is a pure white and completely matte. It is great!!
The downsize is that eyeshadow jars are smaller than jars with larger volume so you`ll use it up faster. But on the otherhand - you don`t need much of it at a time so it might just work out for you!
