Which is more moisturizing?

So my fiance and I both love the Jojoba moisturizer. Between the Jojoba, the Oatmeal serum, and the BHA toner, my skin looks ten times better than before I started using Silk Naturals skin care.
Recently, my fiance mentioned his face was still a little dry so I ordered the Green Tea and Aloe serum for him, which he now loves. As of this week, he is saying his skin is still a touch dry. When his skin is dry, it's just a little tight and he may have a few flakies.
Considering he has fairly normal skin with a few small acne spots every now and then and a little redness here and there, which would be the next step up in moisture for a moisturizer? I don't think he needs a stronger serum as he doesn't have oily skin, blackheads, large pores, etc.; I just think he needs a little heavier moisturizer to keep in the moisture he does have.
