creamliners on waterline?

I am thinking of buying one or two of the creamliners but I want to use them for the waterline. The description says they dont dry so you need to set them with perfecting powder. Does that mean that they wouldnt work for waterline?

With the cream liners anything you can do with a pencil you can do with a liner...so I've tried them on a waterline, but they mainly drip after a while because there's no good way to set them.
