makeup refresh spray

So sometimes I wish I could just refresh my makeup, just spray my face with some spritz, and then go over everything with one of those beauty blender sponges. Just to re-blend it all, even it out, etc. Sometimes makeup can settle, sometimes it can get cakey, etc. And if youre going out at night, you probably wish you could somehow make it look fresh again.
The problem with most spays, or even using just like a hydrosol is most makeup especially mineral repels water. And by end of day our makeup has absorbed some of the oils in our skin, and can't really be re-blended since oil repels water.
So if there was a spray that had like an emulsifier in it that allowed water and oil to mix, so it would actually be effective in re-wetting and allowing you to re-blend your makeup, that would be genius I think. Like how the cleansing oil has oil, but at the same time rinses off with water because it has something in it that allows the water and oil to mix together.
I do typically wear liquid makeup, but I am assuming something like this would work for both liquid and powder makeup.
