Things I would use: 1. shampoo concentrate - sulfate free and with enough preservative to predilute in a squirt bottle. Bonus if it has a citrusy scent. Could be sold in a 4 oz. bottle and used at a 1:8 or 1:16 ratio. 2. silicone-free serum 3. pre-shampoo treatment (maybe) I would be ALL OVER that!!!

It's the other way around, serums are water-based whereas creams are oil-based.
